May 5 2026 SGM results: Phase 2 membrane project funding approved

The official notice can be found below. Here are a few observations on my part.

First, a thanks to everyone who attended or submitted proxies. Your participation is important in making Copperstone work as a community. This also goes to everyone who asked questions or raised concerns.

Second, the vote on Phase 2 membrane project funding overwhelmingly passed, with 41 in favour, 2 abstentions and 2 owners not voting (which is a bit odd).

Third, I am disappointed by how few actually participated. Only 34 people attended directly, with 10 proxies, for a total of 44 out of 231 owners. I understand that 14 proxies could not be counted, but even including those would have raised the total number to only 58 total owners.

Here’s the breakdown of the representation:

  • 44 votes is 19% of all owners
  • 58 is 25% of all owners (if you add the 14 disqualified proxies)

Having less than 20% of all owners decide on how to spend $2.7 million of owners money is not good, even if the decision made is the best one. No strata should have important decisions made by so few people.

I think we need to figure out why participation is so low and see what can be done to improve it for future meetings and decision-making. For reference, there were 96 at the 2026 AGM and that is still only 41% of owners–well below half.

A reminder that the SGM is tonight. The one Special Resolution on the agenda is approval of funds for Phase 2 of the Membrane Project.

The money is there in the CRF, so I see no reason for owners to vote no. Please attend and vote!

Electronic (Zoom) meeting info:

  • Please log in/sign in when the registration opens as it may take some time to register all the participants. You will see a message that says waiting for the host to let you into the meeting. Please be patient as there may be many owners registering at the same time.
  • Please mute your microphone when not speaking. This removes any background noise so participants may hear the meeting.
  • The General Meeting is a formal meeting and although being held electronically, will be the same format as when meeting in person.
  • For owners joining the meeting with a camera, please raise your hand to move, second, ask a question, or vote (if poll vote not used). Please ensure your hand can be seen on the camera.
  • For owners joining the meeting without a camera i.e. by phone, please state your strata lot/unit number when moving, seconding, to ask a question (when floor is open for questions) and to vote.
  • Please wait to be acknowledged by the Chairperson before asking your question.
  • The chat function of the electronic meeting will not normally be used.
  • Depending on the participants/meeting, poll voting may be used. This means that when directed by the Chair, participants using smart devices will receive the poll on their smart device. The poll will ask you to vote yes, no or abstain.
  • If you are a proxy holder and have more than one vote, the Chairperson will provide more instructions at the meeting.
  • Proxy forms may be sent to the Strata Manager up until 4pm on the day of the meeting by emailing manager.copperstone@quaypacific.com Proxy holders may be required to provide identification upon registering/signing in for the meeting.

Special Resolution:

SPECIAL RESOLUTION #1 – ¾ Vote – FUNDING PHASE 2 (TWO) OF THE MEMBRANE PROJECT FROM THE CONTINGENCY RESERVE FUND (CRF)

PREAMBLE
The ownership will be aware of the warranty claim settlement approved at the 2022 Special General Meeting in respect of the Supreme Court of BC action (No S-123173). This action was in respect of systematic failure of the parkade podium waterproofing membrane. The Strata Corporation received $3.5M that has been placed in GICs and then transferred to the Contingency Reserve Fund (CRF). The GIC fund accrued more than $300,000 in interest.

Phase 1 of the Membrane Project had $1M in funding approved by the ownership at the 2023 AGM. The project is nearing completed and final cost will be approximately $800K. The unused $200K will be returned to the CRF.

The Strata Corporation is now ready to commence Phase 2 of the Membrane Project and documentation is prepared for the building permit application.

The Strata Council has negotiated pricing and approved to retain the services of the same companies that completed Phase 1: Strata Engineering and Prostar. There will be a contractor cabin at entrance with a site superintendent/safety person in attendance daily to oversee the larger construction crews. Funding the project now has a $75K saving in material costs. The project is expected to be completed within 6 months. Owners will be updated on a regular basis.

Phase 2 funding is based on a scope of work for the replacement of the courtyard membrane per design drawings, contractor bid costs, the professional engineering service fees including City Permit fees, and the professional service fees of Quay Pacific Property Management Ltd. as the assigned representative for the Strata Corporation. GST is included. The project has a $240K Contingency Fund for unforeseen repairs such as concrete cracks.

The owners who attended the 2026 AGM, voiced their approval to the project subject to funding
from the CRF.

WHEREAS
Council recommends funding this project from the Contingency Reserve Fund (CRF).

THEREFORE, BE IT RESOLVED by a ¾ Vote of the Owners of Strata Plan BCS2742, Copperstone, at the Special General Meeting of May 5th, 2026, to approve an expenditure up to $2.7 million from the Contingency Reserve Fund (CRF) for the purpose of funding Phase 2 (Two) of the Membrane Project.
