The money is there in the CRF, so I see no reason for owners to vote no. Please attend and vote!

SPECIAL RESOLUTION #1 – ¾ Vote – FUNDING PHASE 2 (TWO) OF THE MEMBRANE PROJECT FROM THE CONTINGENCY RESERVE FUND (CRF)
PREAMBLE
The ownership will be aware of the warranty claim settlement approved at the 2022 Special General Meeting in respect of the Supreme Court of BC action (No S-123173). This action was in respect of systematic failure of the parkade podium waterproofing membrane. The Strata Corporation received $3.5M that has been placed in GICs and then transferred to the Contingency Reserve Fund (CRF). The GIC fund accrued more than $300,000 in interest.
Phase 1 of the Membrane Project had $1M in funding approved by the ownership at the 2023 AGM. The project is nearing completed and final cost will be approximately $800K. The unused $200K will be returned to the CRF.
The Strata Corporation is now ready to commence Phase 2 of the Membrane Project and documentation is prepared for the building permit application.
The Strata Council has negotiated pricing and approved to retain the services of the same companies that completed Phase 1: Strata Engineering and Prostar. There will be a contractor cabin at entrance with a site superintendent/safety person in attendance daily to oversee the larger construction crews. Funding the project now has a $75K saving in material costs. The project is expected to be completed within 6 months. Owners will be updated on a regular basis.
Phase 2 funding is based on a scope of work for the replacement of the courtyard membrane per design drawings, contractor bid costs, the professional engineering service fees including City Permit fees, and the professional service fees of Quay Pacific Property Management Ltd. as the assigned representative for the Strata Corporation. GST is included. The project has a $240K Contingency Fund for unforeseen repairs such as concrete cracks.
The owners who attended the 2026 AGM, voiced their approval to the project subject to funding
from the CRF.
WHEREAS
Council recommends funding this project from the Contingency Reserve Fund (CRF).
THEREFORE, BE IT RESOLVED by a ¾ Vote of the Owners of Strata Plan BCS2742, Copperstone, at the Special General Meeting of May 5th, 2026, to approve an expenditure up to $2.7 million from the Contingency Reserve Fund (CRF) for the purpose of funding Phase 2 (Two) of the Membrane Project.
