I have learned that approval of the latest changes in labour and material are the official reason no work has been done on the project (other than cleaning bricks) since September 9th. That list of changes was only delivered yesterday (September 21).
I leave it as an exercise for the reader on whether any other work could have been done between September 9th and now.
